I'm not familiar with it but it's not surprising because there are many, many different idioms and some are more common in specific regions than in others. Even within a country, certain idioms can be common in one region, but unknown in another. My husband and I grew up in different parts of the country and we often use idioms and other expressions that the other one doesn't know.
As Austin said, I think if we have some context we will be able to understand it.

I've never heard that expression before, but it might be common in another dialect of English I'm not familiar with. I think most English speakers could understand the meaning if there was context.
