The answer for this question deponds on the what kind of reason causing this problem. Specifically, in some regions people commit crimes because the judicial system doesn't work well; in some regions because of poverty, etc.
All these phenomens have the same essential logic that at least for someone, crime is more beneficial even with some risks. Therefore, the most effective way to reduce crime is to find out why crimes could bring more benefit than legal affairs. There might be multiple reasons but we could think over them one by one.
