Photo: A picture that was taken with a camera. Picture: An image that depicts something. Usually, what you see in a "picture" is recognizable, and usually it was created on purpose. A picture can be a photograph, a drawing, a painting, a computer-generated image, etc., but in general, it will show something like a person, an animal, a tree, an object, a landscape, a geometric shape, a map, etc. We can normally say that a picture is a picture "of" something. Image: A visual representation. "Image" is usually more vague than "picture." A drawing is a type of image, and a photograph is a type of image, but we can also say that you have an "image" of something in your mind (you are thinking about what a certain thing looks like, but you don't have a physical picture of the thing), and you can also say that a reflection shows an image (the "image" of a tree can be reflected in water, for example).
