What's the difference between "hat angezogen" and "ist angezogen"?

"hat angezogen" is used when someone is doing the action. So if it is about clothing "Anna hat ein Kleid angezogen". Or in another context "Paul hat die Handbremse angezogen." Generally when a person did something.
"ist angezogen" is used when the action ist already done. So when the speaker wants to talk about the current state of an object. "Die Handbremse ist angezogen."
