Both are correct.
They are both correct because of the words "can't" & "anything" and "can" & "nothing". If you "can" do "nothing", that is like the same thing as "I can spend 0 dollars". "I can spend nothing"
If you "can't" do "anything" is like saying "I can't spend anything". "I can't spend anything"
