Hi! Can "while" also fit in this sentence? I thought there was a turning point, so I felt "while" might work, but only "where" was given as the answer. đ¨
The United States, __where__ the most careful measurement have been done, discovered in 1982 that about one-fifth of it's farmland was losing topsoil at a rate likely to diminish the soil's productivity.

with ´´while´´´, it requires something else to show contrast. for example: while there are many great options here, I prefer to not get anything now. OR while many precautions have been taken, the incident occurred nonetheless.
its similar to the ´´if / then´´ statements (ie If I am hungry, then I will go out to eat) in that it has 2 parts.

With changes, you can use "while" but the meaning would be different. You could say
"The U.S., while the most careful measurements WERE BEING DONE, discovered ..."
"While the measurements were being done" describes a time interval.
"While" can also mean "although" or "whereas":
"While Shana has the ability to learn any language, she picked English because she likes it."
