風means wind 雨means rain , both of them could be quite annoying and challenging for a person and for sure it is not a good day I mean the weather, so it is used kind of an idiom and metaphor for the hard times in our life and it is used as a noun . After experiencing those 風風雨雨, it will make a person tougher . hopefully it helps you understand , good day
