Is 7 years of learning enough to be fluent in Japanese? Also how long did it take for you to consider yourself "fluent"?

Learning language is never ending journey! Once I thought I know enough,soon I found myself struggling new vocabulary and expression! Whenever I meet the unknown vocabulary, I feel I’m far from the “fluent “. However, the moment I feel I’m getting good at the language is being able to notice other’s mistake. The fluent level must be different to each people, but as a native speaker when I meet people who can hold a usual conversation in japanese without any problem is a fluent japanese speaker!
