To be a pioneer

Here is the example: France is a pioneer of cluster industry


Pioneer is a common saying in Russian, but I wonder if you use it in English and if there's any other way to say that? Looking for your ideas)

I understood using pioneer like that. What I didn't understand was what you meant by "cluster industry". Maybe what you meant to say was "France is a pioneer in its approach of encouraging industry clusters to develop".
