Interesting point! I think scandals definitely focus attention on problems, often much more than other things. However, in my experience, scandals tend to get a huge amount of attention, but then very quickly the attention fades and everything goes back to normal, with nothing having changed.


For anything to actually happen to stop the problem and prevent similar scandals in the future, it's important to have reformers and people who are dedicated and willing to work for a long time to change things.
