What Igor said. The multitude of languages, and consequent confusion, is a relatively mild punishment for deliberate disobedience.
"Now the whole world used the same language and the same words..." verse 1.
"....and behold, they are one people and they all have the same language....and nothing which they purpose to do will be impossible for them" verse 6.
Flavius Josephus writes the same things, at the end of chapter 4, and the beginning of chapter 5:

It is written in history, as an historical event, attested (quoted) by several people (historians), and it is not an isolated fairy-tale. It has a beginning, an event and a reason. It is based in history.
