Why do foreigners so outgoing. Whether your parents teach you outgoing and make many diffferent friends since you was a child . What about your school, whether pay attention to social skills than to study?
In a word, What contributes your outgoing character?
I just wanted to say that when I'm in my home, I'm not really a foreigner. So maybe you should say "Hello non-Chinese people" or "Hello friends from other countries", or something like that. When I'm in China you can call me a foreigner though.
Aegis makes an excellent point, I think translating "laowai" (老外) as “foreigner" is a bit inaccurate, because Chinese use it outside of China to describe the locals. A more accurate translation would be "non-Chinese people". Please remember that non-Chinese people get offended when Chinese call them "foreigners"
in their own country, so be sensitive. Use "non-Chinese people" instead.
Actually, many foreigners in China (yes, in China we ARE foreigners, so that's okay!) dislike "laowai" too. I think it's a misunderstanding, because most English slang words for foreigners tend to be racist, so we assume "laowai" is too even though it isn't. Still, I suggest you avoid using it if you meet a foreigner in China.
As for your question, I assume by "foreigners" you mean "westerners". And by "westerners" I assume you mean "English-speakers" (since Italians, French, etc. are very different in terms of being outgoing). It's very difficult to answer because even between Americans, British, Australians, etc. there are huge differences in average everyday behaviour. However I will say this: I don't believe Chinese are very shy, I've met many Chinese who were much more outgoing than me. Chinese sometimes don't express their feelings as directly as some Europeans/Americans, but that's very different to being outgoing.
No, in general, I am not in agreement with your assupmtion that Chinese are less outgoing than non-Chinese. There are a couple of Australian locals here who are actually a little bit shy.

Iris, I've met many outgoing people from China and I've met many introverts from European nations. To be honest, I don't have an exact answer for you. For once I haven't been helpful...LOL!
