Alternatives forms of transports
The first car appeared on British roads in 1888. By the year 2000 there may be as many as 29 million vehicles on British roads. Alternative forms of transport should be encouraged and international laws introduced to control car ownership and use.

My view is that you need some more up-to-date information to read.

'By the year 2000 there may be as many as 29 million vehicles on British roads'

Don't you realise that this text is at least twenty years out of date?

In case you hadn't noticed, it is now 2016. And there are now over 39 million vehicles on Britain's roads.
