I like to know the meaning of "all filler and no killer."
Does it mean that it is poor valued?

It means there's a lot of content (filler) but nothing truly impressive or effective (killer).
For example, if a rock band releases a double album of 22 songs, but none of them are actually interesting, then those 22 songs are "filler" - they fill the space on the double album. A very impressive song is often called "a killer track".
