The CAE certificate can be obtained after passing an English language exam.  It is an exam testing the applicant's knowledge and fluency of the English language.  Many universities in the United Kingdom will not accept non-native English speaking applicants without either a passing CAE or TOEFL score.  CAE is bigger in the United Kingdom while TOEFL is bigger in the United States.  Both tests serve as a screening device so that univerisities accept only proficient English speaking applicants.  These tests are also used as a screening device for non-native applicants in Education jobs such as English teaching.  My recommendation is that a non-native should only take this test if he wishes to attend university in an English-speaking country or a potential employer asks him for his test score.
