Do the below ''cool things'' first before you look for a language partner and you are gonna find a lot of positive responses. =]
a) Put a profile description that says about you, your language goals etc.
b) Participate in discussion forums
c) Contribute to the learners community by answering language questions and post questions if you have any.

Hi,

You can start by writing a Notebook entry.  Show others that you are trying to learn and practice. Good luck!

I agree with the statement saying to fill out your profile. You have a bio for a reason, be sure to use it! It's often the first impression other users will see. Keep in mind, this is a language EXCHANGE site, meaning there's a give and take involved. What do you have to offer those who you want help from? Are you just asking for help without offering any in return? Participating in the community shows that you're willing to help others and therefore they are more likely to help you. It also shows that you're serious about learning. There are plenty of users who get a lot of messages asking to help another person, take that into consideration.

You might try the language exchange board.

Don't exaggerate brother no one hates you because you seek practicing English, the reality is that you have to take into consideration others' circumstances and preferences, I think the best way to attract learners to interact with you is to share your goals and objectives with them before seeking the acquaintance. I wish you all the best
