Is it corretc say the phrase: She has been a friendly person.

It is grammatically correct. Since it is in the present perfect, it would mean that starting in the past all the way up to right now, this person "has been" friendly.
Teacher #1: Sally called me a fat cow in class today!
Teacher #2: Really? In my class, she has always been a friendly person.
