It is grammatically correct.  Since it is in the present perfect, it would mean that starting in the past all the way up to right now, this person "has been" friendly.

Teacher #1:  Sally called me a fat cow in class today!

Teacher #2:  Really?  In my class, she has always been a friendly person.

It is correct in grammar but it does not make a lot of sense without context.
