NOT used reflexively, it means to pay attention to. Imagine a mother yelling at her child saying "hazme caso", because the child is ignoring her.

Adding to what Michael said, while in Mexico I heard it used as "You're not paying attention to me" or "You never pay attention to me" 

"Nunca/No me haces caso!"

It means such as

You need to take care about what you are saying or doing

It asks you to think more what you're doing

[emoji][emoji]ni al caso means that what you're saying has nothing related with the topic on dispute
