NOT used reflexively, it means to pay attention to. Imagine a mother yelling at her child saying "hazme caso", because the child is ignoring her.

Adding to what Michael said, while in Mexico I heard it used as "You're not paying attention to me" or "You never pay attention to me"

It asks you to think more what you're doing
