"empty jacket"
"empty jacket"( as it sounds in Russian with translation into English) means an authority who has only smart outfit but does nothing. I guess this term is English originally. Does anybody knows the original term???? it's an emergency! Thanks in advance

Hello i'm not sure, but i guess it's just a kind of a jacket. however 'empty suit' could means that way.
