what does 'dare to be dull' mean?

Honestly I think this is just a twist on the phrase "dare to be different" because that phrase means the complete opposite. I think it's meant to be said ironically. But nobody really says this - "dare to be dull."

It has been used when improvisationary speaking, you should get out of your own way and do not think about saying the right thing...
