Who knows a website or institution which I should apply for making this big step comes true?

These days I've been applying for a job y several companies. I just got my diploma as an Electronic Engineer and my curriculum is still empty for them. I have been thinking about to keep studying but in Europe or in an English speaker country. So I want to know my chances of doing that.

Apply to universities abroad! In countries where universities are expensive, you should look for ones that offer scholarships to international students. That's a bit difficult so maybe it's easier to apply to countries where university is free or low-cost. Some countries in Europe have these cheaper options for international students if you are accepted. In the US it's really expensive to study, so I don't recommend it. Also, you could look into the Engineers Without Borders program. I think Venezuela participates. Buena suerte :)

From what I understand there is a cap of 85,000 H1B visas issued per year in the U.S., so it's not like it's impossible to get one, but there are a lot of people trying to get them, and some of those slots are reserved for advanced degrees, etc.

Personally I think it's better to start working after your BS degree and get some experience in the "real world" than to go straight to an advanced degree, for engineering at least.  Of course if you can't find a job then your best option is to continue studying.

If you have nothing intriguing potential employers in terms of your skills, education or experience, maybe you can do more to enhance your skills such as English proficiency in the first place.

I would think that someone with your skills would be in great demand in any developed country. I have spoken to several of my foreign friends who are highly educated and fluent in English and apparently it is very difficult to enter the U.S.A. I don't know about the EU countries.
