I think the whole scene is dubbed (if the actor can speak in both languages, they might use the same actor to dub the different language). From this era in film, there's also a background audio hiss that comes with dubbing.

The voices we hear are standard US accents.

@Nada is totally right, I used to watch Bud Spencer and Terence Hill´s flicks in my childhood and I used to enjoy them a lot jajaja. Dubbed in Spanish the voices also don´t match the actors´ lips but I didn´t use to care for that.

The large bearded man is definitely dubbed. The original actor may have done his own dubbing in English, but he has a British accent.

The blond guy sounds Danish to me. And the woman sounds African, but I don't know dialects so I can't be specific.

I read about those two actors and it seems that they are Italians. Bud spencer could speak English but his voice in some films was dubbed by an American. I have just googled about the issue.
