A google search showed two uses:

-1- Programming secretary = An old IT term for a person who acted as a librarian (of the source code for software products).  Today, this function is handled by software.

-2- Programming secretary or Vice President of Programming - An uncommon term for a person who organizes (programs) social events.

Here is a description of roles at a university fraternity including a vice president of recruitment (finding members) and a vice president of programming (vice president of social events).


b.The Vice President of Programming shall:

ii. Assist in the planning and coordination of programming activities <o:p></o:p>


c.The Vice President of Recruitment shall:<o:p></o:p>

            i. Plan all recruitment events<o:p></o:p>

Men generally held the most senior or powerful positions, including president, secretary-general, economic secretary, and programming secretary, while women held less influential positions, including minutes secretary, archivists, or director of training or culture.
