Ratty hair- meaning
What does it mean to have ratty hair? Does it mean to have a hairstyle like when you wake up in the morning or it simply means in a bad condition?

Oh, girl, all that and more. Split ends, teased hair (also known as ratted hair), messy hair, dirty hair. However, don't say "a ratty hair," just "ratty hair."
