Do young people call each other 'Dear' in conversation?
No.

Older people might call someone 'Dear' as a term of affection, rather than using their name. An older husband might say to his Wife - "Hello Dear."

Young people don't call each other 'Dear' in conversation.

We will write letters, however, starting with ... "Dear Mohsen, I am writing to say thank you for your question. Yours Sincerely, Suzie.

Yes, Suzie, sometimes friends or coworkers could call each other "dear " and it's totally normal both in Russian and Hebrew, but it is bizarre and impolite if you hear it from a total stranger.

Saying that word even to a member of our family It's strange and no correct, I think so

A young native English speaker wouldn't use 'Dear' when speaking face to face with someone.
