I read in Gulliver's Travels, a book written by Jonathan Swift in 1726, about an interesting law implemented by the Lilliputian Emperor: The government rewarded good behaviour. If you were a Lilliputian subject, who obeyed all the laws for a long time, you would be given a special title and some money by the government.

I think this is a good idea to copy nowadays. We have to punish bad behaviour, as well as reward good behaviour. A title and some money is an excellent reward, but we could also choose another one. Perhaps you could receive a dream trip, a scholarship (for you or one of your children), or just money. Something like that.
