"Pan-European" is from an essay <A Single Currency>
My question is "Pan-European" means what?

They mean that is for whole Europe they have the same currency, in this case, the Euro is the European currency.
Every time you see the word "Pan" in front, means "all". You can search for example the Pan American Games, it is like the Olympic games, but it is just competed against all the American continet.
