If I had the opportunity to create a new country, the first law that I would create,to hire "senators and diputados" (I do not know how to say this word in English), because they are a ballast for a country, no more taxes for the use of a car or for having a house. No more money for politics.

 On the other side I would add laws to protect children, women and old people. I would create laws in order to give more money for education (I think that this is the main issue in which the goverment must pay attention). Besides I would make laws to train better police (respectful and honest).
