In this situation "sucks" is not literally sucking (like "I suck water through a straw").

Without the context of the sentence it's hard to exactly translate what it means, but in general if something sucks it's not a good thing. It might be cheap, broken, not work well, disappointing, and probably many other things. We Americans use it a lot about things that we dislike. You can even say a person sucks, but they will get angry at you if they hear you. :)

The "kind of" here actually does not mean the kind of that you're probably used to ("An iphone is a kind of mobile phone"), it actually means "a fair amount". "He is kind of tall" means that he's tall, but not so tall that he would stick out in a crowd. This kind of is often written as "kinda". It also means the same thing as "sort of/sorta".

So here, if something "kind of sucks," it's a thing or a situation that isn't that great, or is disappointing, or unwanted.

It's not a curse word, but it's not exactly a nice thing to say. I used to get in trouble for saying that things sucked when I was a child, but I do use it all the time. I would suggest you get used to how it's used before you start trying to use it yourself.

k how the context is working.

Kinds of alcohol---- wiskey, Ron, Tequila. ...

Kinds of music---- pop, electronic, Rock ....

So, they maybe are refering about how higher is the level about some situation that literally "sucks". Or the diferent kind of sucks situacions that maybe happen.
