What does "You must be authorized to work in the United States." in a job description imply?

I had faced this note in one of job marked as remote. Remote means that I can work at home in Russia for example. But what I need to be authorized to work in the US? What does it mean?

Dmitry, even though you wish to work remotely, the company you want to work for may still require that you have a work visa for the USA for tax and social security reasons. 

 

Another possibility, is that the company might have some contracts with the US federal government, and there might be a requirement to only employ people who live in the US.

@Bruce, @Paul, I though I need visa only for live in USA. Can you outline where I can find some info about remote working in USA, I interested to Visa information?

If you are not an American citizen you need a Visa to work and live there.

  It probably refers to the fact that you need to apply to an American Embassy  to get a Visa  and have permission to work in the USA
