1.②the weather ③is cold ①here.
① = 여기/②=날씨/③=춥다(to be cold)
①+②+③ = 여기 날씨 춥다
Adding subject particle "가",
여기 날씨가 춥다
Making it more natural,
여기 날시가 추워요.
2.It ①is cold.
① = 춥다(to be cold)
(날씨가) 추워요.
어제 아침에 서울에 눈이 왔어요 = It snowed in Seoul yesterday morning

the weather is cold here : 여기는 날씨가 춥습니다. or 여기 날씨가 춥다.
And there are more way to say it but I don't want to confuse you.
