The Ambiguity of the English Language.
If I were the teacher, I would give the student the full marks. This is because the question was asked ambiguiously. Shame on the tester and the marker.

I didn't get the answer of 82.5. Perhaps it's is 1:22am over here and need to go to sleep. I can say zero since all my digital clocks have no hands :)

Reminds me as a kid, the question was 'what is the angle between the clock hands at 12:15?', I said 82.5 deg, everyone else said 90 deg, and guess who was the only one marked wrong. Object? Useless, they refused to understand.
