B. Background- one of good way learning English is by listening to English radio programs.
C. Purpose - to compare the differences between NPR and BBC.

II. The first difference between NPR and BBC is their content*
A. NPR
B. BBC

III. The second difference between NPR and BBC is what type of company they are
A. NPR
B. BBC

IV. The third difference between NPR and BBC is what they feature**
A. NPR
B. BBC

V. Conclusion: Listening to BBC is a good way to learn English

Does it like a outline? where do I improve about it?

* "Content" is sort of an irregular word - it is singular/plural based on context, and will always be "content" - at least in American English, you will never use "contents". I am not sure if this is the case for British English or not.
** I wasn't sure which type of feature you wanted to say.
1. The BBC features content such as Downtown Abbey
2. The BBC has features such as subtitles, being broadcast online, etc


Your outline is good. If it is for class, I would suggest to add in content to each bullet point - when you say, "the 1st/2nd/3rd difference between BBC and NPR is...", give a few examples of the differences.

1. NPR/BBC has content such as ...
2. NPR/BBC is ... type of company
3. NPR/BBC feature shows such as (1.)/have features (2.) such as...

An example of this:
The BBC plays a broadcast entitled "Los Destinos".
   --> This is your topic sentence in the outline, and you will expand it when you write your paper/give your speech. An outline is sort of like a map, and your topic sentences are sort of like capitals - by looking at your outline, a reader knows where you want to go and how you want to get there.

To expand that:
The BBC plays a broadcast entitled "Los Destinos".
"Los Destinos" is a broadcast designed to help people learn to speak Spanish. It is a 52 episode long series that gradually incorporates more Spanish into each episode; in the beginning, you can understand it even if you do not know Spanish just from the context. As the episodes progress, new vocabulary words and grammar are introduced and the Spanish becomes more difficult - you learn more in every episode. The goal is that by the end of watching "Los Destinos", you will have become able to have very basic conversations in Spanish.
