Monica sees his nephew in a sonography. His brother asks: Are you welling up?
"WELLING UP" it would be the act of crying?

In case you're curious. I'm pretty sure the saying comes from "well," as in a "water well." google image water well if you don't already know what one is and you'll see what I'm talking about.
