The first two sentence are poetic a bit.^^
Here is what I thought.
1) 비가 오는가 보다.
It's raning now but you didn't see it.
Maybe you just heard the sound of rain or thunder, etc.
Just guessing.
2) 비가 오는가 싶다.
You're just thinking of raining and there is a chance that it's not raining yet.
3) 비가 오나 보다.
It's almost the same as 1) in meaning.
As Hailey said above, it's more casual than 1) and we usually say that "어, (지금) 비 오나 보다".

Tip 4) 1)"아래 세문장의 차이가 궁금해요" or 2)"아래 세 문장의 차이를 알고 싶어요" or 3) "아래 세 문장은 어떻게 달라요?" You can pick any of three up.^______^

"그 차이를 이해할 수 없어요." is also acceptable.
