I think that '～ぽい’＝’－ish' for example: 子供っぽい＝Childish, 黄色っぽい=yellowish, 女っぽい＝womanish, 'らしい’　=　' looks（sounds) like/ it is said that'/suitable as/ for example: それは彼女らしい。　Ｉｔ sounds like her. 彼女は、先生になったらしい。　It si said that she became a teacher. 学生らしい服装。　The clouths which are suitable as a student.

正しいのはＡですよ。Ｂじゃない。 逃げたのは黒っぽい車でした。→黒か白のどちらかといえば黒です。黒じゃなくてグレーや紺かもしれませんが、たぶん黒だと思います。 黒みたいな色。→本当は黒じゃありませんが、黒に似た色です。

I saw the same question on italki before, here is the link: http://www.italki.com/question/133036 I would choose 黒っぽい in this case though I'm not a professional teacher. 黒みたいな車 doesn't sound good to me, but if the sentence says 黒みたいな色の車, it sounds natural to me.
