She said there aways have kids were robbed when grandpa take their grand kids out to a public park in her hometown, China. government and police take effective measures to avoid happening again and again. I heard some bad news from one of my friends. She said that frequently kids are frequently robbed when they visit the park near their hometown with their grandfather. Government and police are taking measures to avoid this from happening in the future. Do you think it is possible to reduce the robbery rate?

It is certainly possible. There are two ways to fight the issue I suppose. One is stricter punishments(police/LE) and the other is improving the community as a whole through education and public programs. I suppose the latter would fall on the government. In my opinion it comes down to making the robbery too dangerous for the criminals.
