What does rolling out mean? Does it mean literally or a phrasal verb?
They caught a seal but it slipped. Now they're trying to hook it in the river.

I think it means literally, the water will carry the body down the river.

Hello! To roll out is a phrasal verb. It can mean any of these things:
-to make something flat by pushing something over it (like with pizza dough).
-to introduce a new product or service (like a new iPhone).
-same as “to roll”.
I hope this helps!
