It is literal. To give a measurable example: Imagine that they needed to walk 10 kilometres in 10 hours. They say "that's easy, in the past, we walked 20 kilometres in 5 hours". In the past they walked more kilometres in less time than is required at present. So the meaning is that this situation is easier than previous situations.
