I don't think it is "ground-fire" but rather 'ground fire'. This can have different meanings: In the context of war or military action, ground fire can describe the gunfire directed at enemy aircraft. In the context of natural fires (e.g. land or forest fires...) this expression describes fire which burns on, or below below the surface, in vegetation - often without visible flames above the surface.
