Which one is right?
1. So much baggage _____(to carry/ to be carried), I had to take a taxi.
2. With so much baggage ___(to carry/ to be carried), I had to take a taxi.

Number 2 is correct
'I had to take a taxi' would then be an independent clause and 'with so much baggage to carry' would then be a subordinate clause which is giving us more information as to why the taxi was necessary.
