I understand the mayor's intention. As it is, the increasing amount of trash remained after Halloween night has been controversy before pandemic. Besides that, considering the accident happend in Seoul last year, it is not unresonable to be cautious.
Let's enjoy Halloween this year during the day, dressed up, and without alcohol.

I understand the mayor's intention. As it is, the increasing amount of trash remaining after Halloween night has been a controversy since even before the pandemic. Besides that, considering the accident that happened in Seoul last year, it is not unreasonable to be cautious.
Let's enjoy Halloween this year during the day, dressed up, and without alcohol.
You can also pluralize "intention" and say "I understand the mayor's intentions." Both are okay. I added "since" because you're considering the time period "before the pandemic." In spoken English, some people will omit the "since." Great job overall!
