To borrow means to recieve something temporarily from somone else.
To lend means to give something temporarily to someone else.

As a retired banker, I know the answer. When a person has extra money, he can lend it to someone else. When a person needs money, he looks for someone to lend him money.
The person that has extra money lends. The person that needs money borrows.
