Who would say in the UK, “Please pull over onto the hard shoulder” And what do
they mean?
It means drive to the left hand side of a motorway and stop. On motorways there is a lane on the left which in general isn’t used for driving, just for emergencies. You would only really do it if your car was breaking down. Maybe the police might tell you to do it.

Possibly a police officer because they are chasing you.
