처지다 means to sag; fall behind; feel down ( emotionally or in energy). .
2 a.) UNUSUAL/INCORRECT. = sling a belt across one's shoulder.(very rare)
2 b.) CORRECT. = tighten/buckle one's belt.
The normal expression for a belt is 매다 (tie, tighten, secure around sometrhing). 메다 means to put across one's shoulder or back to carry it (가방을 어깨에 메다).
