Hi, it is unlikely you would hear this as it would be considered too direct and impolite. You are more likely to hear "Excuse me, you've dropped this."
So without 'hey' and proper pronunciation of excuse me.
If you wanted to, for example, in case of addressing someone younger, you could also say "Hello there, I think you've dropped this."
