From its word origin, it means "to have power before". Its current meaning is to be in force or be prevalent. As an example, "the prevailing winds in this part of the country come from the west" means that the dominant winds come from the west. It doesn't mean that the wind is now blowing from the west, but only that that is the direction from which the winds tend to come.
