2. He did nothing to help the homeless.
Do both " to help the homeless" function as an adverbial of purpose? Or the first does, but the second functions as an attributive?

'To help the homeless' has the same function in both sentences. Its function is not attributive. I'd be interested to understand why you consider the second use to be attributive. Can you explain?

it's adverbial modifier of quantity for the predicate
