A “ball-buster” or “ball-breaker” is a person who is tough/aggressive and applies rules/punishment strictly.
The word “vet” is used as a shortened form of “veteran” (person who used to be in the army/armed forces). It can also be used more generally to refer to someone who has a lot of experience in some field.
