Yes, “chilly” means a little cold, but not freezing.
So “The weather is chilly today” means it’s cool enough to need a light jacket or sweater.

Yes, exactly. It's an edgy kind of coldness, but not extreme cold. Warmer clothing will usually fix it.

Yep! Chilly = cold
In the USA people will say “it’s a little chilly outside today!” Which just means “a little cold”
